My heart wants them both.

One: he is sweeter than anyone I've ever known. He is helpful. He is my best friend. He's the only one I can talk about things with. He always wants to make sure I'm okay. He tries so hard to be sexy and passionate but I... I have to lie to him and tell him I feel it.

Other: he's sweet. He's definitely physically appealing. He's strong. He's got a sexy personality. He's the one I think about when I think about my future. I don't know if my parents will like him because he's been through some rough stuff. I have this attachment to him. I promised I would never leave him and I won't.

I think you should leave the first one and explore the second. Stay out of touch with the first one for a year or two, then get in touch. The friendship will still be there and you won't have to lie anymore.

@imaburrit How can 19 months with your best friend mean nothing? Even if you have explored the wast lands of romance and possibly sexuality together, it won't mean that you cannot explore it with someone else, and possibly find the treasure that you're looking for. A possibility, not unserious, is to explore polyamory. But take care, no matter your choice. You might end up hurting someone, and if that isn't the two potential partners, it will be you.
