The high wall on the poor man's view is a barrier that segregate him from the wealthy ones. It is an obstacle that he dreams of climbing someday. The concrete wall from the rich man's view is a shield from the people outside. With his wealth, he has everything to lose that's why he built a concrete one so no one can peek through it and it's high so no one can climbed it.
