There are four meanings for the phrase 'raising the bar' (There may be more but I can't be bothered)
1: Raise the bar metaphorically (ie. up your game, or put simply, get better to stay at the accepted level
2: Raise the bar (as in a bar of metal or something like that)
3: Raise the bar (the building, not the metal thing you can whack people's heads with)
4: Raise the bar (start a riot over booze)
